That music and the overall vibe makes me wonder if Ill-Advised Records is involved with this. They're on YouTube, with a lot of various lo-fi mixes and a radio called The Weather Channel.

While i've never played World of Horror myself, this game's mechanics and such reminds me of said game but if it were in rpg maker.
