I watched a video about the lore and this is a lil bit of lore:the dried ghast is survivng because their mother ghast is crying sp the dried ghast can survive and how they got there is becaus the ancient builders made a nether portal and back then the nether was full of water and ice but because they used furnace and hot thing too much the ice starts to melt and the ice became lava
I think they spawn by fossils because if you pay attention to the placement, they spawn within the rib cage so I believe they were eaten by the ancient nether mobs but just dried up or the mobs ate the half dead dried up baby ghasts and died from it being so dry
