I think there should be frost legion scouts that spawn in the tundra biome or in December and it should be rebalanced to be pre-hardmode with some nice drops, that way the frost moon feels like a hardmode upgrade.
They should upgrade it with giving new things, like some mini bosses like with the pumpkin moon and frost moon, and also give special rare weapons, armor, accessories, and some vanity sets
