They can, and they do. Developers are required to pass all text that one user enters and which is then shown to another user through the text filters. It doesn’t matter if that text is put on a sign, into the chat, or anywhere else – it has to be filtered. The filters require the developer to specify both the sender and receiver of the message, and that means it can block communication between two people in different age groups.
Roblox actively polices this and regularly takes down games and bans developers who don’t use the text filters. This is because it is impossible to opt out of just one of the filters, which means if your game allows people to use signs to evade this age grouping the game also allows people to put whatever text they want on the signs without Roblox being able to do things like detecting when paedos are trying to groom kids. It is an objectively awful idea to encourage games which intentionally evade every single chat safety feature Roblox uses just to allow children to chat with adults again.
