I want to send redstone signal down after i flick a lever behind the redstone torch, but it doesn't seem to work? is it even a thing or it always only goes up?
That’s just how it works, all transparent blocks and slabs also behave like this. It’s nice for one-way wires, but you’ll need to find another solution to sending a signal downwards.

You’re on Java. It works both ways on Bedrock only.

Spiral staircase down 2×2 although i did see a youtube video that was really good with wiring and cleaned up my projects a lot. I dont know reddit rules with links as i dont use it often but if its fine with you i could send link.

Redstone can go up and down on normal blocks
But slabs and glass are examples of transparent blocks and it can only go up on that

You can send have the same footprint going down with Redstone torches.
