Okay guys, I think I know why mojang don't want to make minecarts faster:
I think that they made minecarts not mainly for fast travel (we got elytras, or even horses), but for experience of for example beautiful views. So if I had to explain it on real life experience:
Imagine that you have two choices: 1. You can go on vacation which will last like 30 seconds, so you'll remember only that it was fast, or 2. You can go on vacation which will last good 24h, but you will see what everyone build, you'll have time to take photos and everything and remember, that while it was kinda slow, you won't regret anything from it
In fact, after adding in-game shaders for the first time without needing any mods you can turn them on, build long rail path, get on your minecart and… ride, but also experience beautiful minecraft clouds, and panorama ❤

2. Camman approves👍🏼 My suggestion is that I hope minecarts have a base speed of around 16 blocks per second (16 Is quite good enough tho — if it were 24 or 30, it would be wayyy too fast)
