Probably because you’re going to see significantly more glow lichen than vines against deepslate? Lush caves and those rare giant open surface caves are the only case scenarios I can think of where you’re going to see vines against deepslate. And even then, most players don’t mine for emeralds.

Emeralds only generate in mountains, where vines don’t generate, so it’s very rare to see them.
