Now that Minecraft has added a crafting recipe for name tags to make them easier to obtain, I have a suggestion to improve them:
1. Name tags shouldn't be written using an anvil because it doesn't make much sense to write on a piece of paper with an anvil; it also wastes experience and damages the anvil.

Name tags can be written by the player by hand without spending experience, making them simpler and easier to use.

Name tags that have already been written on will display an enchantment effect to indicate that they already have a name.

We can do this to maps on the map table(I can’t Spell the name)
To balance it they should just make it cost 1 ink sack or something similar
To your first point I always thought they were more like doggy tags (embossed metal) instead of paper and ink. That’s why the anvil makes sense.
Let’s just remove the name tag at this point and let you crouch right click anything to name it
