This is going to be a bit hard to explain. Basically, I want to be able to adjust the "maximum count" of this n-pulse counter by using a dropper/hopper chain to insert or remove items when needed.

In theory, powering the dropper in the bottom right corner of the first image would insert one item into the hopper above, which 'increases' the maximum count by 1. The hopper to the left of this, which should be locked, would then be un-locked to remove one item from the counter, which 'decreases' the maximum count by 1.

The problem that I'm having is that whenever I quickly lock/unlock the hopper, it will pull one item down from the pulse counter, but wont push it into the dropper on the bottom right. I've tried pulse lengths between 2 ticks and 8 ticks, and it seems like anything above 8 ticks takes more than one item through the hopper, which is not what I want.

Maybe there is some other way to do this? I'm not sure.

    I should specify, the reason I don’t want to do this by manually adding or removing items from the counter is because I want to be able to link these to button presses. This way I can hide the actual counter mechanism and increase/decrease the maximum count value remotely

    Make the bottom hopper pointed into nothing. Put another hopper below it pointing into a 2-tall dropper elevator. Only lock and unlock the hopper below the dropper.
