She has a 1/40 roll of appearing each day and night I think it is, if there are at least 8 other npcs in the world (anywhere in the world), and there is not any other npc waiting to spawn in and there is not an event like Blood Moon, Pirates etc.
Assuming you have 8 npcs, sounds like you have just been unlucky with rolling her so far.
They increased the requirements from 14 to 20 NPCs (including pets) in the latest update, so if you don’t have many town pets it’s hard to get her to show up.
