  1. Hardmode mage feels incredibly reliable in most playthrough I've done, so I don't really think there changes needed there other than maybe an accessory or two to help mages keep pace with ranger or other classes. Pre-hardmode though, the mage honestly just needs a few weapons, and a more reliable set of accessories to get them started. Not crazy good accessories, but ones that allow the mage to get their feet wet with good accessories later in the game. Weapons are needed for sure in pre-hardmode due to not having any fast options and not having any consistent options for low mana cost

  2. I can say without a doubt it's pretty much entirely early games fault

    Before 1.4.5 summoner and mage sat In decently similar spots, where early game weapons were pretty much locked behind rng (wand of sparking, finch/slime staff)

    But now we have early game summoning weapons like the cobwhip, and slime whip which leaves mage as having the worst early game of any class

    Frankly everything past your first couple bosses for mage is pretty much fine unchanged.
