you can fish in an ice biome and if you get the snow crate you can get it as a possible drop. i don’t think there’s an item you can skinner to get ice skates unfortunately

I felt bad until I saw the bright lines over solid blocks. Using hero mod or something to fly around I see 👀. Still pretty unlucky though

I got 4 ice skates in my medium world
So you wanna use the Spelunker Potion in the ice biome to find chests and houses. It takes a long time to go horizontally across the screen, so instead you might consider buying a ton of bombs and just bombing straight vertical tunnels so you can see everything as you drop down with your spelunker potion
If you’re just not having any luck try fishing in the biome for frozen crate/boreal crate. It helps to know your fishing power, if you don’t know, check how much water there is – if there is not enough water you can get a penalty. Use your Sonar Potion and Fishing Potion to find crates better. Enchanted Nightcrawler is a pretty good bait early on.
A few years ago I did a playthrough and just could not find water walking boots no matter what and it was just not fun , I had probably spent over 100 hours fishing and exploring and trying to find them. So I finally gave up and checked the forums for a seed they did have one, went and got one, and called it a day. This playthrough I could not find the water walking boots again so I did some fishing like above and I found it in an hour and a half maybe
Remember that you have multiple gear slots so probably you want to have a gear slot dedicated to fishing

Use a pre-selected seed. Just search “Ice skates tutorial” on YouTube and use the seed. But 1.4.5 might’ve changed seed generation so some tutorials *might* not work.

If you don’t want to fish or make more worlds, you could either look up a seed that has them or make a skyblock world and make an artificial underground ice biome and farm ice mimics for ice skates

Try not to spend several trips just looking for one item. You may be disappointed if you do. Instead, look for materials, mob drops, and other things. If the skates show up, great. If not, I would suggest finding or making a fishing hole with at least 10-20 block opening and 15-30 blocks deep if you want. There’s many methods to getting rare drops but if you can tolerate fishing, it might be worth the effort.

Spend about 5 minutes getting some fishing bait from jungle foliage, then spend anywhere from 10 minutes to 3+ days fishing and you /may/ find it. You may also warrant yourself to create a new world and try to find it in a chest, that’s what I did for sandstorm in a bottle lol. It’s only cheating if you yourself see it as so
Even Google “terraria ice skates seed” and you’ll probably find it in minutes
