What does the little flashing circle next to each person mean? I’ve noticed that sometimes the circle is green, purple, red (like in the image shown), or blue depending on who I am interacting with. Is it a mood thing? Heart level? Please share with the class because I’ve always wondered and decided to be brave enough to ask <3

Yes, it’s heart level and it changes color based on how high it is
Friendship points:
When talking to villagers, a circle will appear next to their portrait. Its color will depend on the number of hearts the player has with the villager. Blue denotes 0-1 hearts, green for 2-3, yellow for 4-5, red for 6-7, purple for 8-9, and at 10-14 hearts a purple star will appear. Hovering the mouse over the circle will display the number of hearts out of 10, if not married.

It’s heart level. 0-1 is blue, 2-3 is green, 4-5 is yellow, 6-7 is red, 8-9 is purple, and 10-14 is a purple heart.
I was always confused about this too, turns out it’s a relationship indicator/heart level.
Blue = 0-2
Green = 2-4
Yellow = 4-6
Red = 6-8
Purple = 8-10
Iridium star = 10+, up to 14 for husband/wife, otherwise 10 hearts is maximum.
Color coded friendship levels.
Blue—strangers
Green
Yellow
Red
Pink—best friends
Based off the heart system from Harvest Moon, the game that Stardew Valley is “programmed as a love letter for” to put it nicely.
