Feed them a lot of bread, I see online saying you need 3 bread but truthfully when I revived my villager I had to throw bread like money in a strip club to get the villagers active. So just be very generous with the food and it should happen, you have more then enough beds

Maybe swap the torches out for redstone torches (moodlighting) and give them a snack.

I ran into this the other day and it turned out that other nearby villagers were “claiming” the beds. Try destroying the beds and placing them down again.
