The most horrendous things I saw in the game are Iron Farms and Zombification, never saw pillagers doing that.
Also many XP farms use Allays (basically, torturing angel beings for shiny dots).

Pillaging and targeting civilians for starters. If you count all illagers, you could say Evokers and witches (technically not illagers, but whatever) use chemical warfare. That’s all I can think of immediately.

Only one I think, killing civilians. There’s definitely been (are) worse people on Earth than pillagers are.
