I do think there should be a "swarm in a bottle" or something equivalent because as it stands the amber balloon is just the jump height with the honey comb effect. It would be nice to finally have that actually make a double jump accessory. I also think the effect should be slightly altered for the amber balloon, maybe it could release bees when double jumping instead of just releasing bees when damaged.
In terms of the Colorful Bundle of Balloons, I would imagine the Amber Balloon would be equivalent to the Sandstorm, Sharkron to the Blizzard, and Fart to the Cloud.
I think that an "Assorted Bundle of Balloons" could be nice because being able to condense all the balloons into a single accessory slot would be a nice QoL feature. I also think that adding the obsidian horseshoe into the crafting tree would also be nice because as it is currently in the game, it feels pointless for both the Lucky Horseshoe and Obsidian Skull.
As for shimmer transmutations, I think it would be fair to allow Blizzard and Sandstorm in a Balloon to transmute into each other, because the Sandstorm in a Bottle already transmutes into the Pharaoh Mask. I put the Green Balloon and Sharkron Balloon as being able to transmute into each other, because some people don't have the patience to fish / some people don't have the patience to find a whoopee cushion.
Let me know what you guys think about this rough sketch, as it's been a pet peeve of mine for a while.

That would be pretty competitive with wings, which would be fine, except it’s available pre hardmode. I think it should require souls of flight or smth to make the final part hardmode exclusive
