It’s a swamp villager. Swamp villagers can only be obtained by breeding villagers in swamps or curing zombie swamp villagers.

That’s a swamp villager. I’m guessing your village goes between two biomes, one of which is a swamp. Villager appearance is based on what biome they spawn in, but they typically cannot naturally spawn in swamps which is why you’ve not seen it before.
In order for them to naturally spawn this way, very particular conditions need to be met, so that’s a lucky find!

Looks like it’s a swamp nitwit.
Nitwits always wear a green shirt like that. They cannot receive jobs and as a result are pretty useless, but I think they’re somewhat uncommon.
And as others have stated, swamp villagers are pretty rare because villages by default cannot spawn in swamps. So swamp villagers only naturally spawn if a village happens to intersect with a nearby swamp.
So overall a decently rare fellow
