Yeah this is most definitely either a reconstruction of the game in an offline renderer environment by an artist such as blender, or AI generated. There are games that use similar aesthetics though.
for example this game down here is called octopath traveler, I believe its a jrpg game
[edit] I am inclined to believe it not ai, given the UI looks consistent, and most of the elements in those images also keep consistency. and its not particularly hard to pull of this look in a art piece.

theyre both highly configurable so if theres something about it you dont like about it you can always change it.
Not entirely sure if there are any presets that exist, but maybe you could also try Reshade/Gshade?

I’ve been playing Octopath Traveler and it makes me wonder what Stardew would be like with a 2D-3D style 😂 I guess this answers my question.
