I usually blame Pierre for everthing bad in this game and in my Head-Canon I am always-right with that assumption.

I think it’s *us* in a fight-club style twist.
After 2am we turn into a Pelican Town version of Tyler Durden, getting up to who-knows-what until 6am.
We’ve been suspicious for a while, attempting to leave notes to jog our memory, but our nighttime alter-ego destroys them all each time by disposing of them in various water sources as he goes about his secret business.

Never occurred to me that newspaper waste would be an alien concept to younger generations, but it makes complete sense
There was a time when garbaged newspapers were littered everywhere

I blame the tourists that come for the summer fair. I think Caroline or Jodi comment about how they don’t respect the town.

Everyone. It’s the junk mail they all get from both Pierre and Joja, and it blows away in the wind when they try to throw it away, because it’s evil and possessed and refuses to be confined in a trash can when it can instead fly away and wreak havoc on the Valley’s ecosystem. 😋

abigail but it’s because pierre has the newspaper shipped in and expects her to play papergirl. he tells her it’s because “a job is how you learn responsibility” but it’s more because he can get away with severely underpaying her.
she delivers one newspaper to gunther for archival at the musuem and one to the mullner’s because evelyn likes to do the crossword. she dumps the rest because pierre can choke on his free labour.
eta: that, or the train. those loads are super unsecured

Lewis. I think he is hiding the newspapers in the river so the town doesn’t figure out how corrupt he is.

Stardew Valley is near the ocean. So it is likely that and other trash is just straight up garbage being discarded from upstream, perhaps Zuzu City.
