Have shadow candles since in order for them to spawn, you can’t have background walls, they have to spawn on pearlstone, and you have the be active. What I did was get a conveyer belt and place them above the pearlstone while also having shadow candles.

Assuming it didn’t drop and you missed it (which is also a possibility), 1200 kills without a drop is roughly a 9% chance of happening. So, unlucky, but not unbelievably unlucky

it’s very rare. That’s a normal outcome for that many kills. I suggest stacking luck – it will significantly increase your odds. Look up a video on how to do that, if you want.

The key is to stop looking for it. Then a Rod of Discord will magically drop after two kills the next time you explore underground.
