You can only get it post-Moon Lord, when you can craft a Bottomless Water Bucket with 10 of … either Hallowed or Luminite Bar, I forget which, to make a Bottomless Shimmer Bucket.
I’m assuming, of course, that there’s a way to get sand, hence the Angler, and water, hence fishing, and so fishing quests, hence Bottomless Water Bucket – otherwise it is completely unobtainable to my knowledge.
