if you use copper bulbs it should work just fine. but if you want to use the regular lamps use restone and repeaters

if you want to put lamps around the entire thing, bring the inner circle of rails in a bit and have it alternate between powered rails and detector rails. Then wire each detector rail to the closest lamp.
the streak of light will probably look longer, but i doubt you’ll notice it
