Why are there infinitely spawning Illagers here? Any Idea what mod could be causing this?

This is the first village I've run into in this world (I just unlocked the Haven world level for Apotheosis.

I'm pretty much stuck because I ran out of food, they won't leave and they just keep spawning. At first it was just 3 or 4 that I saw, but they just keep coming and I'm not sure what is causing it.

For extra context, there is no raid bar, and none of them have banners or any other weapon, just tons of crossbows.
