You attached the slime to the boat, so the boat has control over the slime’s movement. Instead you need to attach the boat to the slime. Click the lead on the boat first and then the slime.

It’s helpful to start the boat a bit higher so there is no resistance for slime or boat. The wood block might be a bit too bouncy if you are trying it in survival. If you put stone, diorite, or any basic block and use a stone or gold spear it should be pretty easy to start the charge combo. The weaker spears are nice to use because they have a shorter cool down.
