It is possible to dance with Haley if you consistently gift her a liked gift or better (Daffodils do work) every possible time you can from the start of the game. I know this because I have done it.
If you don’t have the hearts day of, though, you’re out of luck. You need either restart the game or wait for next year.

Wiki says she leaves her house at like noon? You can wait for her to leave the house and then go to the dance before 2pm and still do the event.

Yep. Talk to her everyday, gift her a liked gift twice a week. Or just wait until Spring yr2 after you’ve gifted her so many Sunflowers she doesn’t know what to do with them, and then ask her to the dance. 😂
I don’t care, every Spring 1 I ain’t putting that much effort in, it’s Shane every time, since his birthday gift is so easy to obtain in the early game. 😂

Restart the day and wait outside her house until she comes out. You can trigger the festival by walking into the forest between 9AM and 2PM. In town, schedules will be normal

I was going to ask Haley to dance, and I focused really hard on trying to get her to like me in a short amount of time. Knowing she goes to sleep quickly at night, I was chasing after her as she was entering her home while I was trying to fumble through my inventory to give her deeeeezzzzz coconuts.
I accidentally gave her a fish and there was enough backlash that I ended up dancing with Harvey instead. I had spent considerable time in his office because of my reckless mining ventures, so we had history. We never did get married tho.
No matter how much you squint at his name tag and pretend it says “Haley” instead of “Harvey”, no amount of fantasy can overcome his coffee breath.
