UGC Uploading Fee Rant

I spent a horrific amount of time trying to create my first UGC, paid the cost for uploading, then was met with ANOTHER fee??? It says it's going to cost 1,000 Robux to upload it, so I'll be paying like 1,300 Robux overall.. What???

Also does anyone know how long it's going to take for it to be verified?
