Without a debug stick, you can’t without using another stair block.
As pictured, “—“ represents stairs placed while facing north, “|” represents stairs placed while facing east.

The problem is, in this setup, it yields an asymmetrical design as shown in your picture.
Using the configuration shown below would yield a symmetrical pattern, but with an extra stair on each side of it.

The best option is to use a stone bricks stair next to it to make it turn, without another stair it isn’t possible to get both oxidized stairs to that shape
