I believe I have come up with the cheapest most efficient 1000j setup. Unfortunately, you have to use 2 rings but it's not that bad. Make sure the hopper points into particle accelerator and there cannot be anything that feeds into that hopper. For whatever reason, the accelerator likes to stop tick updates so a chest/barrel will not feed into the hopper. The black cubes are creative infinite power; feed your own power into each accelerator motor.
