So after 1.21.19 what do they do ?
Because 1.21.2 has been used.
And computers don't recognise the "0" if you try to make it 1.21.20. They still see it as 1.21.2.
So either they start skipping numbers OR they just resign themselves to making it a bigger update.
This is the same reason why there wasn't a "Windows 9" after "Windows 8".
The confusion about "95" and "98" in versions was anticipated so they jumped to "Windows 10".
