Played a decent amount of modern adventure packs and a lot, if not most of them, have Deeper and Darker in them. It can be a well put together pack where everything is linked together, that has great balancing and unique ideas, and for absolutely no reason there's Deeper and Darker.
The mod offers almost 0 actual content. The mini-boss can be defeated without even entering the dimension because it spawns from breaking the ancient vases that appear in ancient cities. The dimension itself has insanely rare structures that serve close to no gameplay purpose, biomes that aren't terrible but besides average decorative blocks have nothing unique going on, mobs that are either completely useless while being uninteresting to fight or default mob reskins…
The only unique useful items you can get are Soul Elytra and Sculk Transmitter. Both of them \can** be useful if we're talking about vanilla or close to vanilla experience, but it's hard to find any good use for Sculk Transmitter if you have backpacks or something like ME system, and most adventure packs provide you with better ways to fly before you reach the end than an elytra upgrade for built-in free fireworks. Even if we're talking about these items as alternative early paths, it's a slog to get them. You're travelling through an emptier slower blue version of the nether while avoiding wardens and recolored default mobs, with no side content to distract you.
I don't remember even seeing modpack devs tweaking this mod to fit it into everything else. Quest line looks almost exactly the same in every pack because there's no content to base quests around. Warden tools usually serve no value in its place in progression.
I'm gonna be honest, it's 100% the worst modern popular dimension mod. Even blue skies that's hated by a big part of modded mc community at least has two main memorable bosses and a few systems that make it stand out. Deeper and Darker is close to an average MCreator mod, the only difference is that it's not causing your game to crash. What's the point of throwing such a mod in the pack at all?
You can argue about "well just not touch it", but a lot of packs have "you've killed all the bosses" or "you finished all adventuring quests" type of trophies, so if you want to 100% the pack, you have to go through it. Some packs also have reasons to farm the warden and thanks to Deeper and Darker you'll be getting hundreds of useless sculk hearts or whatever that shit is called, and these hearts don't stack.

tl;dr – why so many modpacks use a dimension mod that servers 0 value in modpack progression, isn't getting tweaked, has little to no side content or unique mechanics, close to an average mcreator mod in quality, with one same questline?

This is genuinely my opinion of almost every single dimension mod out there honestly
