I have no mods installed except a texture pack Action and stuff? Is it a feature of the texture pack? When i look him in the eyes hes not aggro. Wanted to take him home on a boat but he despawned bedrock..
i have never seen something like this in all of my years of playing the game.

Its from actions and stuff, it is just visual, the enderman itself is a regular one. Ull aggro him if ull look higher (where regular enderman eyes are)
