There are many drowned who are still spawning in this lake even though I've lighten up all of the water. How are there still drowned?

Looks dark to me still
You cannot have any water block with light level 0.
Ypu need a conduit to keep hostile mobs from spawning in water.
Still way to dark, the water itself has to be lit up dude
Try lighting more or using a conduit
Water is emitting more light (-2 for every water blocky if i know it right) than regular air block according to my knowledge. It means you need almost twice the amount of lighting you need on ground (maybe even 3 times). Even upwards and not all of them at down.
