did i mess this hopper clock up or is there a mod on the server that messes up Redstone
if i place a block into the hopper with no redstone block next to it it will just drain into the other hopper and wont move back and if i place the block in the other hopper it just stays there and doesn't move

How many blocks are you putting in?
Yes, both pistons needs to be activated by default and when all the items make it to one side; the priority of which piston is extended is decided.
That first image is puzzling me. I dont see why that left piston would not be powered.
