It’s an underwater ruin that happened to land above water. Usually it’s just like a single structure [when they end up on land], this is the first time I’ve seen the whole thing. Dig in the buildings, there’s often treasure chests. Also if you have feathers and copper you can make an archeaology brush for the weird sand.
