I believe you only meet Mr Q at level 120 of the regular mines, not the skull mines

Meeting Mr. Qi at level 100 happens after you find the secret note from Mr. Qi. asking you to meet him there. There are plenty of things that drop notes – you just have to keep doing them and then meet him at level 100 after reading the note.

I had the same problem. Multiple times getting that far and no Mr. Qi. I finally looked it up. There’s a whole quest line to do before you have to meet him there in the cavern 🙄
