It is random. Check weather for sunny days on the island and see if he’s there on that day.
Also i dont think any villager goes to the resort on festival days (not sure tho)

Unlike other villagers, Gus has no set day for visiting the island. One some games I’ve waited two years or more to catch him there. My most recent game he was there within a season of me unlocking the resort on the island.
It’s seemingly random, unfortunately, on sunny days between 12 and 6 if the beach resort’s open. I finally got it last night after seemingly weeks (in-game) of checking the island on as many days as I could remember – and eventually prioritising that over pretty much anything else I might be doing on any given day. (Having the Island Obelisk and Return Scepter, to instantly warp in either direction, helped make it somewhat less tedious, at least.)

Fr tho, he’ll leave a cash box at the saloon if you need a fast way to check if he is there since I don’t think his avatar shows a clothing change like the others
It’s random. With mod NPC Map locations you can watch and see when he’s at the island. I’m waiting for him now for tropical curry.
A others have said, it’s random. On my first perfection game I waited 3 seasons to catch that dude there to get that one recipe. On my most recent game I bought it the first chance I got. Of course he’s there all the time now that it doesn’t matter
