Re-make the boiler, sometimes it happens (especially when you build it on chunk border) and boiler forgets that he is in fact can accept water. This shit annoyed me so much in Liminal Industries, cause every time the boiler was unloaded, I had to remove few tanks, place them back, so the boiler gets re-assembled and then start it again.

The giveaway is when you looked at two parts of the boiler. One said 0mb water, the other said 288mb of water. The boiler is not formed.
As the other poster said, break a few blocks and reform it.
