It’s random chance whether they grow every night. For some reason, that one has gotten unlucky. If you want to raise your chances, you can put tree fertilizer on that spot and the tree will grow faster.

Growth for non-fruit trees is based on a percentage of a chance to proceed to the next growth stage every night. They don’t always grow at the same time.

Technically speaking the longest it can take a tree to grow is 55 days – any small chance your other trees popped up quickly and this one is unlucky? I’m not sure how long “seed” stage can last though, weird to have a seed and full grown ones
Use tree fertilizer and that thing will be fully grown in 3 days. Pine, Maple, and oak trees have a random chance to advance their growth cycle overnight normally. Tree fertilizer makes this chance 100%.
