I think Aqua Scepter Sluggish modification is better for cc but worse for bosses, while Mythical is better for bosses but worse for cc due to iframes (something i pulled out of my memories while testing, probably wrong)
Bonus Fact: not Just rain, but Any weather effect is tied to getting a Life Crystal, at least as of 1.4.5. This also means that wind is forever stuck at 0 mph until then
