Snowy Leaves texture I made, how might it be properly implemented as a resource pack?

I always wanted snowy leaves and i decided to make a texture for them. If I wanted to make it a texture pack, could it be done without mods? I really don't want to have to worry about frequent maintenance for every new version if possible. Does anyone know what to do?

in the screenshot I posted her I just retextured flowering azalea leaves for the mockup, but that obviously wouldn't work for what I'm wanting to do, also I don't know how I could have the leaf texture have a different texture for the top and bottom when ingame it's the same on all sides
