"It's Hard" Achivement does not come from WoF, you get it when the 2 new biomes are done generating and the world is properly in hardmode.
On most devices this does mean that you get it at the same time as "Still Hungry" however on large worlds, modded playthroughs or lower-end devices it can lag behind quite a lot.

If there's no achievement to kill something, then you're free to do it whenever you want, no?? Same way you don't stand still doing nothing for something random like blood moon.
I feel like the natural progression now is to try to beat Terraria with the fewest possible achievements 😂
