This little guy scared the crap out of me, all I was trying to do was get a pufferfish for Demetrius. Bottom right.
He was by the dock at first but it took a second to remember how to take a screenshot. I’m assuming this is just lore, anyone know for sure?

It’s just a random event kinda like bigfoot.
He’s just a cool little guy and this event is just a cool addition. He does have more significance in a certain 14 heart event though.
