Basically, a bad actor can create a kid account, then create a parent account, link them saying it's my kid's account, and get chat access.

ROBLOX clearly did not think this through.

Lets see how ROBLOX kids goes. oh wait, it’ll probably go horribly wrong. cause we know how youtube kids went.

This loophole would also require that the parent of the targeted child also go in and turn chat on.

It’s a fairly smart design by Roblox to make chat opt-in, and make it so an adult has to deliberately get a parental account setup before they even let a child chat. It immediately teaches parents what their options are, what their child is doing, and have access ready to go when they need to take action. It’s not foolproof, but the barrier is there.
