For the item splitter on gunpowder, you can just chain splitters and redirect some of the outputs to merge back together, for example let's assume 100 gunpowder but you only want 25 for rockets, 1st splitter is 50 going left and 50 going right, then another splitter on left would result in 25 and 25, then just have one of those 25s rejoin the 50 that was going right giving you a 25/75 split
if your in the newest version you can put stone into a stone cutter and get cobble out.
