Yes you can find 12 and have them on hand BUT! You need to have harvest them as well if you choose to not make the seeds

Yeah I've been doing this for years; if you carve out a spot on your farm for native plants and just visit the secret woods for stumps every day then it's pretty easy to max out foraging without too much stress.
