1. The luck effect does not effect chests, you most likely heard from the minecraft fandom wiki, (not the real minecraft wiki) that chests have better loot with the luck effect, in reality, this is false and it does not effect chests.
2. The luck effect is unobtainable in-game, it is only obtained by either giving yourself the luck effect, or drinking the creative-menu-exclusive luck potion.
