It doesn't seem to be related to Jade or Neat, as it is still present without those mods.
ToroHealth Damage Indicators looks similar, but I don't have it either. Is there some obscure mod with health bars that looks like this? Maybe a mod that does something else but also happens to add these?

Provide a mod list if you have one
perhaps it’s one of your mods, so it would be nice if you could give us the list of those.. You could also just disable half of your mods, check if the bars are still there, if not, disable half of the remaining mods and do so until you found the one
I believe Epic Fight adds these, but if we can find out for sure, it would be very helpful.
