Unfortunately I believe (though I could be wrong) every seed like this is in a separate seed group that can't be randomly generated and only manually put into the seed area when making a world
It's notable that this will never happen on a random seed. Minecraft's available list of random seeds is too small for this to happen by chance, and seed finders spend an incredibly long time searching for seeds where this is the case.

The problem is you will never see one in a random seed since all completed end portal frames generate outside of the range for random seeds.

I donβt know if this ever got changed, but I believe all the full portal seeds canβt be pulled on random seed generation.
There's also a one in one trillion chance of no eyes…
