
I'm sorta new to Terraria. I've picked it up again to play with my little brother. I've had no trouble in the past using a hammer/replacing to break walls. I've tried making a better hammer, and it still doesn't work with my "Strong Gold Hammer". I've tried replacing the walls also, but neither have worked. I was just wondering how to break these walls so I could make suitable housing for npcs in the underground snow biome.

So, you cant break walls in the middle of the underground. You have to break a line either from the surface down or from further underground upwards. If that makes sense.
In short, start from the edge of the background
Well, since they’re naturally generated walls you’ll have to find the edge of that lump of walls and mine in from there (note that these won’t drop walls). I’ve no idea exactly how far that would be, but if you’re in a cave then it may just be a few blocks.
When placing or tearing down walls you need a either a built wall (player placed) or wall-less space as a starting point. Your options here are either run a line of walls down from the surface or use a bomb/dynamite which both take out background walls in their blast radius. Once you’ve made a hole you can remove or replace walls directly adjacent to that hole and wall in your entire house.
Unfortunately the underground portions of the surface like this are typically 100% covered in walls so you have to make your own starting point. Deeper areas don’t have this problem as their walls get pretty patchy.
So, in short, now you have to break walls starting from either the edge of the wall itself or from a block nearby
