I downloaded an "enchanted oasis" mod pack off curse forge and one of the mods makes every tool I craft half broken. It's only vanilla tools so I've started using the modded ores a lot more so I can get a full use out of them. It's also only hand tools and not armor my armor is all fine

The modpack doesn’t want you to be using vanilla tools for whatever reason and instead of turning off the recipe completely it does this to disincentivize them instead
The devs wanted to push you to use modded gear. Many older packs made all vanilla tools have 1 durability, and forced you to use TConstruct tools instead. Though this implementation seems half baked since mending exists, and they only give you half used tools, just put mending on them and visit the enderman farm.
